Are salvage vehicles less than 15 years old and originating from countries other than the US eligible for Importation into Canada under the RIV program?

No they are not eligible. The Registrar of Imported Vehicles (RIV) program only regulates vehicles originally manufactured for distribution in the U.S. market.
